Abstract: This paper discusses student behaviour and in particular focuses on their use of resources designed to help them learn. Preliminary observations suggest that students do not choose to use a resource because of its' quality or possible benefit as a learning tool. This has significant effects upon the optimal teaching style and effort used in creating learning resources.

Abstract: In this paper the necessity of creating Web-quest "The History of Automatic Control Theory" is proved. Difficulties of using Internet-resource are described. General structure of the quest is given and selected chapter "The History of Linear Matrix Inequalities in Control Theory" is considered in details. This chapter devoted to scientists who have made significant contribution into development and application of linear matrix inequalities. The Web-pages of this chapter dedicated to such scientists as A. M. Lyapunov, V. A. Yakubovich, A. I. Lur'e, E. S. Pyatnitskii, V. M. Popov, G. Zames, J. C. Willems, S. P. Boyd and others. In conclusion the future works are discussed.

Polmat: Mupad library for polynomial matrices

Abstract: The paper presents a new freely available library for symbolic computation with polynomial matrices. The library is developed for MuPAD, which is an easily accessible efficient programming language and comfortable environment for symbolic math. The Polmat library is focused on algorithms useful in control and filter design such as solvers for linear equations with polynomials and polynomial matrices and spectral factorisation of polynomial matrices.

Abstract: This paper examines the social impact of healthcare systems upon two key stakeholders: patients and healthcare workers. The paper focuses upon 'privacy', a growing concern of organisations involved in the delivery of healthcare services. Surprisingly, privacy is typically undervalued in information systems development, including healthcare systems. This paper applies a developmental privacy framework to determine a variety of privacy issues and themes pertinent to the use of ICT for healthcare applications in the context of the two stakeholders above. The paper also notes the absence of human-centred investigations of privacy in healthcare informatics. Finally, the paper demonstrates the usefulness of a recently developed privacy framework in assessing the social impact of advanced technology systems in the healthcare field.

Abstract: This paper investigates the use of feedback block diagrams to explore the role and mechanisms behind gatekeeping and the relationships between identity, values and behaviour. Feedback block diagrams are also used to investigate the ways in which power dynamics impact on technological and social development. The models are introduced by a discussion of values and virtue ethics and the relationship between technology and society. In addition a model of behavioural and attitudinal change of individuals, organisations and societies is presented in terms of single, double, triple and quadruple loop action learning.

Case study: Practical ethical aspects for technology transfer and change in computer control system

Abstract: The paper describes a positive case of practical application of ethics in the automatic control technology change in Poland. The case has its origin in the Automation Design Office of Elwro, the first Polish manufacturer of computers in late sixties. The severe limitations of the technology transfer in the beginning period of the Design Office forced to solve almost all problems with the local staff and home equipment. The paper discusses some results of such conditions. The paper discusses also some negative aspects of the technology transfer process ethics where the recipient countries are treated as lay labour only.

The global validity of ethics: Applying ethics to engineering and technology development

Abstract: Recently several attempts have been made to define and implement new codes of ethics in dealing with technology today and tomorrow. Thus the global validity of Ethics under the impact of new technologies has become visible as an issue widely discussed within engineering, philosophy and society. It requires increasingly the awareness of our own responsibility towards all humans as well as towards the natural environment and towards future generations. The issue has been taken up by the several groups of engineers, entrepreneurs and politics. Some examples of such strategic approaches towards ethics of technology will be described and discussed in this presentation. An earlier version of this paper was presented at the IFAC Multitrack Conference On Advanced Control Strategies For Social And Economic Systems, Sept. 2- 4, 2004, Vienna University of Technology.

Abstract: This paper considers problems of information management ethics and any influences of information control systems on the global stability. A new formalized approach to study these problems is suggested. A range of positive and negative factors of information management is discussed. Suggested definitions allow developing of an axiomatic construction of information management concepts in social and economic systems. This article also suggests an opportunity to study an information management influence on social relations, including ethical relations from the humanization point of view on the global world tendencies of development.

Abstract: Since information and communication systems provide the underlying infrastructure of modern society, ethical behaviour by engineers, computer scientists and others working with and developing these systems is central to social stability. At the same time there is a range of increasing pressures and temptations to behave unethically or, at the least, to cut corners. Despite the very welcome development of codes of ethics or professional conduct by a number of engineering and other professional societies, there is still a lack of support mechanisms for engineering and information technology professionals who want to behave ethically. Narrative ethics provides an alternative view of ethics in which codes of ethics are de-emphasised in favour of a process-based approach. This paper unpacks this concept and proposes narrative ethics as an important way forward in the ethics debate for engineering and social stability.

Abstract: End of Life Management (EOL) is currently a hot topic in the electronics industry. Currently mostly IT equipment and goods of consumer electronics are considered. In the nearest future automation equipment have also to be taken into account. There are three possibilities depending on the age and kind of the device: Resell - Reuse - Recycle called the "3RS'". For recycling fully or semi-automated disassembly will gain in importance in the nearest future especially for automation devices. Developers of automation devices have to take into account EOL because of regulations and laws as well as according to ethical codes contributing to protection of the environment.

Abstract: Adaptive mechanism is used to control the process of the corporation or state development by means of the investments. New paradigm about capital and brain drain between corporations and countries deals with mastering capital emphasizes the advancements that occur in both the development and practice of decision making about investment attractiveness of the business and the investment climate in the country. The theorem about sufficient conditions of the definite direction of the capital flow between two businesses of the corporation or countries is given.

Investigation into control of the global social system

Abstract: The paper offers a preliminary hypothesis of how the global system is controlled. Loosely interacting centers of control, together with less well-defined forces, control global social activity. Centers of control include government, international organizations, and informal networks. These forces have maintained relative social stability. However, population and aggregate global consumption are expanding in a fixed global environment, suggesting that aggregate socioeconomic activity is likely to alter the environment sufficiently to destabilize global society. The paper suggests ways in which the engineering community can help reduce the likelihood of global social disruption.

Abstract: There are a number of pressures on researchers in academia and industry to behave unethically or compromise their ethical standards, for instance in order to obtain funding or publish frequently. In this paper a case study of Deaf telephony is used to discuss the pressures to unethical behaviour in terms of withholding information or misleading participants that can result from mono-disciplinary orthodoxies. The Deaf telephony system attempts to automate multiple aspects of relayed communication between Deaf and hearing users. The study is analysed in terms of consequentialist and deontological ethics, as well as multi-loop action learning. Discussion of a number of examples of bad practice is used to indicate both the compatibility of ethical behaviour and good scientific method and that ethical behaviour is a pre-requisite for obtaining meaningful results.

Fault Diagnosis using Neuro-fuzzy Systems with Local Recurrent Structure

Abstract: This paper investigates the development of the Adaptive Neuro-Fuzzy Systems with Local Recurrent Structure (ANFS-LRS) and their application to Fault Detection and Isolation (FDI). Hybrid learning, based on a fuzzy clustering algorithm and a gradientlike method, is used to train the ANFS-LRS. The experimental case study refers to an application of fault diagnosis of an electro-pneumatic actuator. A neuro-fuzzy simplified observer scheme is used to generate the residuals (symptoms) in the form of the one-stepahead prediction errors. These are further analysed by a neural classifier in order to take the appropriate decision regarding the actual behaviour of the process.
